Microsoft, PIF, and SITE Sign MoU to Explore Sovereign Cloud in the Kingdom

Riyadh, Saudi Arabia (19 November 2025) – In a strategic move to bolster the Kingdom’s digital transformation and data security initiatives, the Public Investment Fund (PIF), Saudi Information Technology Company (SITE), and Microsoft have signed a memorandum of understanding (MoU) to explore the provision of Microsoft’s sovereign-cloud services in Saudi Arabia.

The MoU reflects the Kingdom’s commitment to empowering public and highly regulated sectors with robust, secure, and sovereign cloud capabilities. Microsoft’s globally adopted sovereign-cloud solution is designed to enable governments and regulated industries to harness the power of cloud computing while preserving national authority and control over their data in line with regional and national regulations.

Enhancing Security and Digital Sovereignty

As part of the agreement, Microsoft will collaborate closely with PIF and SITE to assess how its sovereign-cloud model can strengthen Saudi Arabia’s security, compliance, and data residency priorities. The collaboration aims to offer Saudi entities access to state-of-the-art cloud and artificial intelligence technologies, while ensuring strict data confidentiality and sovereignty in accordance with local laws.

Supporting National Digital and Economic Ambitions

This partnership aligns with Saudi Arabia’s broader ambition to accelerate its digital infrastructure and foster the growth of its information and communication technology (ICT) sector. PIF’s strategy focuses on innovating and building local capacity to position Saudi Arabia as a globally competitive digital hub, supporting the Kingdom’s economic development and diversification objectives.
